RICHARD HARRIS RUBIN, ESQ.
Richard H. Rubin, a member of Rubin & Licatesi, P.C. since April of
1983, serves as counsel to mortgage bankers, brokers, private lenders
and clients involved in private acquisition and institutional financing
and the closing of all real estate transactions.
Mr. Rubin coordinates a team of real estate attorneys, paralegals and
real estate professionals combining many years of experience in the
financial community. Under his supervision, the
firm has been able to provide our clientele with scheduled closings
throughout New York State as well as neighboring communities, Monday
through Saturday, days and evenings.
On request, Mr. Rubin has enabled clientele of the firm to develop
residential and mixed use sites by the introduction of private source
capital, affording quick and smooth expansion of their individual
talents and expertise and the potential to gain financial benefits
through these introductions.

ANTHONY J. LICATESI, ESQ.
Anthony J. Licatesi is the Managing Partner of Rubin & Licatesi, P.C., a law firm
with practice concentration in personal injury, medical malpractice,
civil litigation, real property matters and bank closings.
Mr. Licatesi heads an impressive litigation team with many years of
experience as trial counsel to personal injury and medical malpractice victims.
The firm has also served as Trial Counsel to various insurance companies,
as well as, numerous health care providers. Under his supervision, the
litigation department has tripled in size over the past several years.
The firm represents personal injury clients, insurance carriers, banks
and commercial entities in litigated matters. In addition, Rubin &
Licatesi is one of the leading No-fault Arbitration firms in New York
State. The firm has been approved by the National Vaccine Council and is
also recognized by members of the Bar for its expertise in the areas of
medical and dental malpractice. Each and every litigating attorney is a
member of the New York State Trial Lawyer's Association.
Mr. Licatesi has been a guest lecturer for Koslow Management, New York
State Chiropractic Association, Physical Therapy Provider Network, New
York State Chiropractic Counsel, as well as, various insurance companies
in New York's No-Fault law for legal expertise. The firm's litigators
are active in all courts of the State of New York, as well as, local
federal courts. Mr. Licatesi has a long term commitment to education and
requires all attorneys to actively engage in at least 40 hours of
educational seminars during the calendar year.
Mr. Licatesi understands that the underlying foundation of today's
society is our youth and therefore was an integral part of a
humanitarian movement within the real estate and construction industry
to benefit our children. Mr. Licatesi is an original member of the Board
of Directors for the Torch Foundation, a not-for-profit charitable
organization within the real estate and construction industries whose
single goal is to raise money for needy children's charities. To date,
the Torch Foundation has raised millions of dollars for such children
organizations as Tomorrow's Children's Fund, Hope with Heart, The New
York Child Learning Institute. Covenant House, Cleary School for the
Deaf, The Child's School and Columbia Presbyterian Medical Center. Mr.
Licatesi has also been an active fund raiser for numerous charities
falling outside of the scope of the Torch Foundation.
As an active member of the New York State Trial Lawyer's Association and
the American Arbitration Association, Mr. Licatesi has worked with
Governor Pataki's office, as well as, the New York State Insurance
Department involving various procedures and regulations within New York
State's Insurance laws. He received a Bachelor of Science in Marketing
and Management from New York University in 1984 and graduated Hofstra
University School of Law receiving his Juris Doctor in 1987.
Mr. Licatesi is a resident of Nassau County and is married with three
children. He currently serves on the Hofstra University Frank G. Zarb
School of Business Dean's Executive council, as well as, The Advisory
Board of the American Arbitration Association. Mr. Licatesi has also
been an active member of the Atlantic Beach community. He has served
as President of the Atlantic Beach Estates Civic Association and
is a Trustee of the Greater Atlantic Beach Water Reclamation District.
Additionally, he volunteers his time as both a Commissioner, as well as,
a coach to the Cedarhurst and Hewlett/Woodmere Little Leagues. Mr.
Licatesi has also served as a member of the Board of Education, as well
as, the Finance & Budget Committee for the Lawrence School District.
ALAN ELIS, ESQ.
Mr. Elis represents doctors patients in no-fault arbitrations. In addition,
his specialty in on-fault insurance is manifested in his experience with a wide variety of cases and clients.
He oversees preparation of no-fault filings and prepares the filing of complex cases.
Mr. Elis negotiates settlements and advises clients on the preparation of no-fault claims.
He has been involved in major litigation concerning the corporate status of healthcare providers and has argued such issues in arbitrations.
He has prepared numerous briefs for no-fault litigation, arbitration and master arbitration and has submitted
three advisory briefs to the State Insurance Department.
Mr. Elis has represented plaintiffs in personal injury actions; conducted jury trials, inquests, arbitrations and depositions;
and negotiated personal injury settlements. He has represented debtors in personal bankruptcies and creditors in collections matters.
He has represented insurance companies in surety bond and subrogation claims; banks in prosecution of foreclosures,
as well as in defense of truth in lending claims. He has also represented unions in litigation and in employee discharge arbitrations.
After receiving his Bachelor of Science from Cornell University, Mr. Elis earned his Juiris Doctor from Hofstra University’s School of Law.
